Paraphrase of telegram from the Secretary of State for the
Colonies to the Governor of Hong Kong.

November 1st.
With reference to your cypher telegrams of 5th October and 12th October you may deduct from revenue assessable to military contribution any revenue which is devoted to payment of interest and sinking fund on loan.
